Billing section in settings page

Add a Billing section in the settings page that shows two things:

1. Accounting for every repo_owner: number of active users every month
2. Payable amount (or Balance) based on which invoices were paid and which ones are pending
3. Payment details (bank account details for Vibinex; later, this can include the payment gateway)
