support use via Python 3 #25

It would be great if BQTestCase would work via python 3.

For both of these:

pip3 install git+https://github.com/verilylifesciences/[email protected]
pip3 install git+https://github.com/verilylifesciences/analysis-py-utils.git

The error message is: pysqlite is not supported on Python 3. When using Python 3, use the sqlite3 module from the standard library.
