New tracking loop: telescope happy to settle 0.2 deg distance from requested position for long slews. #49

For short slews, it will move to the specified position. But for long slews, it may stop 0.2 deg from the desired position:

Seems mostly to happen for "brage" which is probably upgraded rotor, so it has the 24 V supply for 12V rotor, so it moves too fast, so it overshoots. Maybe try to lower max power even more than 80% as is now? Or, better, make firmware slow down some 3 deg before or so.

Tried less (75%) max power, still a problem. The proper fix would be to change firmware, to slow down within a degree or so of the target.
