Why is this issue important?

See #316 and #349

This PR can be used as a starting point: #351 #374

Current State

Usages of cloudposse/iam-policy/aws were rolled back to 1.0.1 (in #349).

Expected State

All usages of cloudposse/iam-policy/aws can be updated to 2.0.0 and terraform can be planned against a fresh (localstack) environment.

Implementation Plan

  1. Update the version for all relevant modules.
  2. Update the module inputs to no longer use the deprecated syntax.
