Rich Text Editor Formatting options do not allow formatting of individual words or phrases

Bug summary

A content editor writes a sentence into the rich text editor, their line of text is wrapped in a paragraph tag as expected.
The content editor then wants to make one of the words in the sentence look orange.
The developer follows the documentation on how to achieve this...
