This issue is not directly about the UK TUG constitution, but rather about the website that hosts it: https://uk.tug.org .
That website currently has an invalid HTTPS certificate.
Please consider migrating the website to GitHub Pages (much as the UK TUG has done for its TeX FAQ), or to GitLab Pages, or fixing the invalid certificate in some other way.
