Automatic Semantic PR Checks

We've rolled out a Semantic PRs bot to the organization. This streamlines repos getting Semantic PR checks automatically and negates the need to move github action workflow for semantic PRs to each repo. To adopt the new style use this PR as a guideline: ublue-os/main#64

We'll do this for the release please action too, that way when you want to do your own you'll just install the apps in github and have it automatically, and if you don't want it you can just not install it instead of having to delete the yaml files after you fork it.
