This follows the XDG Base Directory Specification[1], avoids cluttering the user $HOME directory and resolves the future issue where $HOME would be considered a digdag project after implementing these project structure changes: #70 [1]: https://standards.freedesktop.org/basedir-spec/latest/index.html
