Can we make value appears over pointer?
and can we make milestone values, something like car gauges ( value may be like steps ) and when the user hovers over a value gits colorful?

Step lines and milestone values - yes.
@ias-ui1 can you explain (or draw) what do you mean by value getting colored on hover?
