Add build step for Docker

Currently, failures to build a docker image are not automatically checked. A PR that breaks the docker build could pass all other tests, and be accepted before anyone realizes that Docker's auto-build is broken.

Need to look into how to possibly link the PR with the Docker autobuild, or at a minimum, perform Docker builds as part of the Travis CI process.
