Allow mining with any tool that has Silk Touch

Motivation Behind Feature

I think this used to be possible and even the default behavior, but now you have to edit allowedTools with every single possible tool that supports Silk Touch

- all

or checkAllowedTools: false in config

Alternatives or Workarounds

Adding every single tool that can possibly have Silk Touch
