Part of pingcap/tidb#54434 and pingcap/tidb#54453.

To prevent interrupting the current connection using a dropped resource group, we should support fallback to the default resource group when the specified one does not exist.

This PR implements a more robust fallback method, which uses an independent default group controller for each tombstone group.
