I have worked for this and has mentioned here: #379. I'm now thinking if we should collect the inside legends? In this way, it'll be more convenient for users to change the postion (use legend.position.inside) of the legend in the whole patchwork paenl.

I have created a feature request in ggplot2: tidyverse/ggplot2#6113. if this is okay, it's easy for us to collect the inside legends and put them into the panel of the whole patchwork object.
