[Bug]: Navigation plugin not working when opening the app, only when it's turned off and back on

Reproduction steps

1. enable the navigation plugin
2. close the app
3. reopen it
4. the navigation buttons are not present
5. if the navigation plugin is turned off then back on, the buttons appear

Expected Behavior

the navigation buttons are present when opening the app

Actual Behavior

the navigation buttons are not present
