[Map] Panning the map offsets the tooltip

Description

When panning the map, the tooltip appears offset from the associated shape. However, zooming in or out causes the tooltip to reset to the correct position.

Steps To Reproduce

1. Open this demo.
2. Hover over a country to see the correct tooltip rendering.
3. Start panning the map slightly and hover over the same country again to observe the tooltip offset.
4. Zoom in or out, and notice that the tooltip rendering is fixed.

Actual Behavior

The tooltip will have offset after panning.

Expected Behavior

The tooltip should not have an offset after panning the map.
