Should we seek proposals with smaller scopes?

We discussed in the TC39-TG2 meeting today some paths toward smaller-scope proposals for unit formatting and conversion.

One proposal that seemed potentially fruitful was one where we introduce a new type that wraps a number and a unit. The type should support mixed units and also unit conversions. Intl.NumberFormat should be capable of formatting it. @ben-allen and @eemeli were interested in co-championing this proposal.
