Do you want to replicate what our users role is doing but in cloud-init? Or do you just want to create one specific user?

But that would only be useful if that user also got the right authorized keys. So maybe this is out of scope for this repo.

It could be done as a general user-data feature, where user-data can be supplied which is then merged with the generated data for cloud-init. I don't think it's a priority, but it might be nice to have.
