Proposal: combine efforts for newsletter content

Every month I draft and send out the Substrate developer Newsletter. I've been using this repo to make it open to contributors and also available to anyone once it's published. I noticed you stopped publishing since December so I wanted to open this issue with this proposal.

We don't have plans to translate it but it could be worth collaborating on gathering content in English, especially the more technical updates and then have someone from Parity Asia translate it for your audiences. Thoughts?

Currently the newsletter here is mainly contributed by the community. From my experience, translate technical updates for Substrate and Polkadot PRs can be a challenge, usually need to read the implementation and put it accurate in Chinese.

I like your idea to combine the effort. let's discuss how you process the materials and produce the newsletter, and we'll see which part the community can help. Feel free to ping me at element or schedule a meeting!
