Command to check that prerequsites are OK

We should have some command, e.g. make diagnose, that checks that pre-reqs are OK:
Login to Quay works
Release token is valid
Perhaps check that the token has sufficient permissions (Need to see if/how its possible)

We could then run it on appropriate pull requests and optionally before the actual release on merge
