Integrate with WC store wide notice?

WooCommerce has a storewide notice. Should we integrate with that instead of using our own banner or in addition to?

It's under appearance -> customize -> woocommerce -> store notice.

Maybe even advertise here or link back to sitewide sales from this customizer option.

Let's talk this one through. I have written a couple of recipes to trigger the Store Notice based on role, logged in status, and also date.

@dparker1005 jut reworked how the banners are tracked, so once we merge that code in it may be possible to leverage that refactoring to use the "Store Notice" for banners, too.

The "Store Notice" in WooCommerce doesn't have any editor tools (just a textarea input) so it won't give our users much leverage in designing banners. They also appear to only show in a single location on the site.
