Triage open issues in stlab/libraries #412

Acceptance Criteria

  • All outstanding issues created before 5/25 are triaged (either scheduled, closed, "contributions welcome", or have some kind of correspondence)

Done. A few notes:

  • The process was very ad-hoc and I was often frustrated that I didn't know what I could usefully add to an issue
  • We should clarify what the goals of doing such a triage pass are (I can think of several possibilities, but an agreement could guide action)
  • I did a bunch of seat-of-the pants labeling of issues, but we should really integrate labeling into our process
  • Shouldn't we prioritize triaging PRs (Triage open PRs in stlab/libraries #413) over triaging issues?
