Hide the /api/READ_FIRST document from the site #173

I noticed it was present in the sitemap while working on #169, but also realized it could be accessed by visiting the URL. The page is intended for contributors to the site, and shouldn't be viewable in the production site.

This change makes it inaccessible, and also removes it from the sitemap. The document is set as a draft in the markdown frontmatter, and that takes care of both.

While working on stellar#169, I noticed the READ_FIRST doc in the api
directory shows up on the sitemap. This file is intended just for
contributors to better orient themselves with the codebase, and it
shouldn't be added to the sitemap.
Configuring this page as a draft does the job of hiding it from
the sitemap, AND keeps it from being accessed altogether in
production. Much better approach.
