Is it possible to give one or more config files arbitrary names?

For instance, in a Hugo project, I know you can use filenames such a config.toml, menu.toml, and params.toml, but it does not seem like I can use, e.g., random-subset-of-configs-grouped-logically-to-me.toml.

I'm not sure if that's purely a limitation of Hugo, or, since Hugo seems to rely on Viper, if the limitation orginates upstream.
