Activities:

  1. Establish static condensation approaches with local, fast solves.
  2. Deploy preconditioner coarsening strategies which may require only the P=1 system to be stored.
  3. Evaluate matrix-free methods for both advection/diffusion and possible PPE.

Fix unit-tests so they build on nvidia/cuda. (spdomin#61)

The algorithm-tests in UnitTestKokkosViews.C don't run on GPU, due
to use of std::vectors, and use of MasterElements which have host-only
functions. But all unit-tests now build for cuda and the kokkos
unit-tests in UnitTestBasicKokkos.C run on cuda/GPU.
