The legibility varies by theme, some are worse than others. Here's the default:

IMO these aren't sufficiently visible when you have a whole page of docs in front of you. They should be changed to a higher-contrast color or at the very least changed to a bold font.

the subsection headers here only look like that because they currently don't have a page attached (and should have one added), is this actually an issue for all of them?

There's a lot of them like this. Even if adding a page would fix it, the table of contents should never be hard to read.
