Create 'Our Governance' page

Currently, in the FAQ, we have a section called 'Project & Governance', which is outdated.

I suggest we create a 'Our Governance' page under the 'Join Our Community' top-level heading, with an up-to-date description of our governance process. Perhaps underneath 'Our Values'.

Note: since this process is in flux, we may want to either a) keep this super high level so it's not wrong in a month or two, or b) be more detailed, but have someone own updating this.
