update anchor projects to 0.30.1 #110

Anchor CI builds and tests with 0.30.1,
hence projects with 0.30.0 and lower have to upgraded.
can't use toolchain flag in Anchor.toml because it uses avm (throws warning if not error)
can't use avm with stable rust
