Time Picker doesn't show on Front End

Hello. The timepicker shows up and works fine on the front end but doesn't show up on front end. I've tried various themes and the problem still shows up.

Any ideas?

Assuming typo that you mean works fine on back-end but doesn't show up on front end?

I've found on the front-end that it does not work on initial load - but after saving the form it does work on subsequent renders.
