[request] add support for the streams plugin editor

Maybe it is already the case as saqimtiaz has/had a great interest in this plugin. If I can help, I will.

@snowgoon88 @kebifurai this needs further tweaks in tw5-extendedit as described in #18 , but the real blocker is that it needs features only available in the next version of the TW core, 5.1.23.

Expect a plugin update once TiddlyWiki 5.1.23 is released.
