snowfallorg.users.${user}.home.config are not set

Hi, I'm trying to migrate to snowfall-lib v3, but on >= 3, configurations on homes are not reflected like below.

But homeConfigurations are correct :(

Do you have any idea why it is not working?

I had issue with v3.0.0

Since #105 it works for me

I tried on v3.0.3 but it didn't work.

Also, I tried config without any third-party modules (which is impermanence and agenix on my config), but it still didn't work. So I don't really know what is the cause of this issue :(

FYI, I pushed two branches which you can reproduce my configuration of 24.05.

Not fixed yet, I found out that home-manager.users.${user} are set properly, snowfallorg.users.${user}.home.config are not. I am still trying to figure out, but someone may can answer so I will share this :)

And it's not the only 24.05 case, when I'm trying on 23.11 and snowfall-lib >= v3, it fails with the same reason.
