[REQUEST] NTSC/PAL (50/60Hz) (auto)switch

You know, some games are (E), others are (U) or (J)...
Eu games run at 50Hz PAL for perfect synched audio/video and smooth scrolling, while US/Jap games require 60Hz NTSC mode. It would be handy if the emu would automagically switch to correct mode and set fullscreen accordingly to 50/100Hz or 60/120Hz with correct aspect ratio (PAL is a bit higher vertically).... Or at least a quick F-key option to switch between these two modes on the fly.
