This PR relaxes bounds to allow python 3.13, and adds tests on 3.13 to the test matrix.

This PR should be released together with pytorch-forecasting 1.2.0, or a later MINOR release if torch does not update quickly.

Contingent on a version of torch that supports 3.13, which currently does not exist.
