Create IRC binding

This actually already is mentioned in #44, as in, it would have a dependency on a public API, since the server would be separate from the app. But actually it doesn't have to be separate, we can also run the IRC binding inside of the sH server, or we can have it remote but just directly connect to the database or hack some simple internal microservice API together.
