Ability to ingest Lambda Layer logs to Splunk instead of CloudWatch

Logs from the Lambda execution wrapper and the OTEL Collector currently get logged to CloudWatch. We need the ability to send these logs to Splunk as company policy and best practice is to send all logs to Splunk. The only current solution is to disable the CloudWatch logs altogether. This is problematic in troubleshooting issues with the Lambda execution wrapper and OTEL Collector.
