Publish helm chart to GHCR

We are currently using the GitHub pages approach to publish the Helm chart, but Helm charts can be published as OCI artifacts for a while now, maybe we can use GitHub Container Registry to publish the chart together with each release instead of relying on the pages "hack".

Logging Operator is using this approach, could be useful to take a look on how they do it.
