validate-template checks a bunch of stuff, but not how the configuration changed from the past. We should commit a copy of the populated template and have validate-template complain about diffs. That way, changes to configs are intentional.

Load the proper modules for project configs

This is a bug that would have been caught by #94. Regardless of which language
you intended to load a project config for, it always loaded the default. And
that hid additional bugs in the language-specific configs.
