Exactly what it says on the tin. BtA wants this for an accessibility option.

Accessibility IFF colors are now built-in to the game engine. Though there might be uses cases for this kind of feature elsewhere.

This was going to be my original route when I wrote #6300 but IFF colors are complicated. There's multiple colors and the one chosen is based on the viewing team. Creating a Lua API to set those colors isn't impossible, but it'll need to account for N colors for N teams.
