Add options to shorten long numeric tick labels

Numeric tick labels can get very long. Explore options to shorten them, such as automatically applying exponential notation or giving the user an option to apply it to a variable in "Axes Scales", or across all numeric variables in the "Plot Options" tabs of the "Display Settings" dialog.
