Add Chinese(zh) translation

This PR adds a Chinese translation resource, following the guidelines at https://github.com/rust-lang/rust-by-example/blob/master/TRANSLATING.md.

Additional guidelines for Chinese translation:

• To streamline the review process, we initially review and discuss translations at the rust-lang-cn organization's repo: https://github.com/rust-lang-cn/rust-by-example.
• After completing the review there, we open a PR to this repository, allowing you to merge it without needing to review the Chinese content.
