Readme with wip, references #2

Thinking about creating a readme with dataframe wip and other references as a good starting point for discussion and newcomers.

@hwchen Could you create a blank README (or any file, really) so that we can fork the repo and submit pull requests? Forking doesn't work unless the repo is non-empty (so that there's something to fork!).

I'm working on a WIP roundup (see #4) and would like to add it as a document to the repository.

Also, so I don't end up blocking progress, I'd like to add some more maintainers.

Based on discussions here and in the rust-ml discussion, it looks like maybe @LukeMathWalker and myself should be maintainers, at least? Is anyone else interested?

Hi @jblondin I can keep contributing to discussions and perhaps designs too, I'm happy to not be a maintainer for now. I suppose in the next months it'll depend on whether I firstly make enough progress with my rust-dataframe thing, and if it meets the design requirements of the group (including myself) to be worth donating to this org.

The one place where I don't want to reinvent the wheel is with statistic functions, so I'm hoping that I'll be able to leverage rust-ml for that. I haven't followed discussions there, so I'm not yet aware of what the plans and progress are there.

Sorry for delay. I've made @jblondin maintainer for the rust-dataframe org. I haven't heard anything from @LukeMathWalker yet.
