After adding the German translation I wondered if guides and how-tos can't be merged. In my German translation I used for both categories Anleitungen which is awkward to say the least, I know, but clearest. Also I don't see much of a difference between the two.

The guides are intended to be helpful for more complex tasks that may not have a simple result. The how-to's were initially intended to be short directions for accomplishing a single task. If we are going to combine them, I'd prefer to do so under guides. However, that would probably need to have a secondary level of organization. When initially writing the ToC, I wanted to avoid deep hierarchies.

Whether we have guides and how-to at the top or guides and guides/group-a, guides/group-b, the arrangement is the same but the hierarchy is deeper. Is there a good reason to have the second arrangement?

Well, this affects mostly the German version because I translated both as "Anleitungen". I could combine them in the German version only.

Otherwise your reasoning makes sense. I'd prefer a single level hierarchy too.
Maybe further along the road we get more guides and I'll rename the German version to something like manual.
