같은 이름의 서비스를 활성화 하려고 할때 에러 메세지를 출력해야 합니다.
concert 에서는 같은 이름의 서비스는 실행할 수 없스니다.
현재는 워크 플로우 엔진에서는 같은 이름의 서비스가 실행됩니다.
