Sometimes when booting the pool is imported but the zfs root volume doesn't mount with an error like "volume is busy".
This seems to be when the ZFS pool was not cleanly exported for shutdown, but I am not certain of that.
In any event, the fix is to drop to the shell, go zpool export -a (perhaps thus resetting the status) then reboot.
zpool export -a
Haven't fully figured it out yet. A fix should certainly be integrated.
