The openstack_create role has ansible_ssh_user: root hard coded in the role. This means that a standard cloud image that might require to sudo from a non-root user won't work. Can that line be removed?

Can we discuss this issue and what has been done to work around it? I'm still stumbling into this on some runs and PRs.
