AWS Announced last year support for daemon scheduling in ECS: https://aws.amazon.com/about-aws/whats-new/2018/06/amazon-ecs-adds-daemon-scheduling/
This allows 1 container per instance.
Does empire support running a "service" scaled to "one per instance"?
