v5.2 Titicaca Series Upgrade

Summary

An epic for tracking issues for the v5.2 Titicaca Series Upgrade. The goal of this upgrade is to add regen ledger features without making API or client breaking changes (i.e. to include these changes in a minor release).

Specifications

The following feature sets are candidates for the v5.2 upgrade. Whether we implement each feature set is yet to be decided but the following features are related and should be specified before any implementation takes place.

• Add RFC for ecocredit pre-financing #1322
• Add specification for independent projects #1323
• Add RFC for project issuance policy #1324
