Ideally, permissions should be simple to manage. The root user should be used as infrequently as possible to ensure a clean record of user interaction from admins.
Groups are probably the best way to manage this, root being all rootholders, admins being current elected sysadmins, webmaster being elected webmaster, web being webgroup (maybe include helpdesk), helpdesk for current helpdesk
