Pick Requests are now filed as issues

The release crew is deprecating the use of discussions for pick requests and release regressions.

• If you want to make a pick request, file a pick request issue.
• If you want to report a regression in a release, file an upgrade regression issue

Changes to release coordination

Every minor will now have a project board associated with it. You can view our current project boards here: https://github.com/reactwg/react-native-releases/projects?query=is%3Aopen

Issues filed for pick requests and regressions will now get auto-triaged to a release project board. You can check the relevant project board for the current status of the release and estimated pick & release dates.

We will transfer existing pick requests over to the appropriate project boards and lock the discussions.
