CARTA 1.4 won't connect in container mode #104

This affects the 1.1.0 release. Won't connect to the backend in Docker or Singularity mode. Works fine in venv.

Workaround in https://github.com/ratt-ru/radiopadre/releases/tag/v1.1.1: reverted CARTA to 1.3.1 in docker image. Venv mode uses 1.4.
