Both options are exposed by calico-stefcal. Remove one to make things consistent!

As things stand, setting either option to 1 causes a reset of the IFR gains. I suggest getting rid of setfcal_reset_ifr_gains, and going with stefcal_ifr_gain_reset (for consistency with the other reset options).
